As the Reinstatement are getting removed, what would they have to do to regain admin? Like if you get suspended and have to reapply or something like that?

Exactly. Admins shouldn't have an improved version of World Edit unless it's ultimately used to help ops (like using blocked blocks) The reason we have blocked many world edit commands is because OPs have used them to grief / crash the server. Obviously, we all would prefer to increase freedom but when a command is abused, it only makes sense to limit access. There is no reason for the vast majority of blocks and commands to be blocked for ops. What is the point of an Admin, if you're just going to prevent an op from using World Edit? Of course they shouldn't be able to crash the server, but do you honestly think that //position or a block edit >5000 will crash the server? There is a reason I always get Admin back, and that's almost exclusively to build (I still do some adminstration from time to time, but I would definitely not stay on Total Freedom for long if I were to remain an op as it is now)

How do you intend to measure server activity? Is it going to be an objective measurement (e.g. "you have not logged in in the last two weeks") or is it going to be a case of "I've not seen you so you're inactive"? How are you going to deal with admins who administrate via Telnet? An admin administrating via Telnet can deal with pretty much everything bar griefing, so is this going to be included in deciding levels of activity?
I'd also like to strongly encourage warning the admin via forum PM before they are removed, considering the finality of such removals under this approach. If they're still inactive then they won't see it and they can be removed; if they do see it and return to activity then that's great. Alternatively, you could allow a short period after removal in which a reinstatement could occur to the original rank.
I agree with the comment in the announcement of flexibility with reinstatements. If a person can provide a compelling reason why they could not or did not post an inactivity notice (serious real-life problem etc.) then I don't think they should permanently lose their rank - I think you are right to have exemptions as necessary.

What happens to admins who went inactive years ago without leaving a notice? Can they reinstate?

What will remain for people in positions assigned to areas such as the Forums and Discord, such as Finest or Section Moderators? Nobody on this forum has any power to remove finest from his position on the forum, as he's the main admin - if that answers that question. No it doesn't.
