Honestly, I've never cared too much about OPs commenting as long as it's within reason and not causing other problems. The current response instructions kinda sorta already allows for it - as the way it's described in the example scenario of the policy, it seems like an OPs dramaless opinion already could be considered "important information", as I highlighted below:
"4. A non-admin (OP) is not allowed comment on an admin application unless they know the applicant and have important information to add about the applicant. For example, they have evidence that the applicant DDOS'd a server or the applicant was exceptionally helpful to them personally, etc. A non-admin (OP) may NOT vouch or object. A non-admin may not comment at all if they have an application on file."
So if an OP can already say that an admin was exceptionally helpful, I don't see why any other dramaless input wouldn't be allowed.

True, I've just always assumed that it was implied in the Etc. given the specificity of what's not allowed. Either way, it's both a minor fix and an easy one. I changed it to: "4. Non-admin (OPs) are allowed to comment on admin applications provided the comments are of direct relevance to the application or applicant at hand. While OPs are allowed to comment, they are not permitted to vote."

I've re-added the line "A non-admin may not comment at all if they have an application on file." because allowing that would be unfair towards admins, see rule 10 of the same policy.
