I think that both parties did right and wrong in some aspects. On one hand, Light's report should have not been discarded like it did, it should have been looked into. It was, however, justified to take measures against the group, since after all, it was breaking the rules by causing drama and leaking logs. On the other hand, Light's group should not have tried to exploit the server's vulnerabilities, but the report which was made showed a real problem with those admins, who did break the rules as well. With this, I conclude that both sides deserve/deserved to be punished in some way. Whether more actions should be taken even after all the time that has passed, however, I am not sure.
