op and qop are very similar and i believe qop should be a part of op.
do you guys think it makes sense?

Yes. It makes no sense to have them separate anyways. Most commands that do partial matching have it built in to the same command as exact matching.

qop allows you to op anyone with the letter (or multiple letters) you provide. op requires you to write out the full name.

No, because that makes it impossible for admins to OP players that are not online. For example, "Steven" would always autocomplete to my own username. That is the reason they have been kept separate. However, that's not a very common use case, so you could merge them if you add a flag to disable the autocomplete.

At this point people get op when they log in to the server so running op on offline players is totally pointless. The only time a player needs this is after being smited or similar.

Unless you've fucked with the core logic, I believe TFM will look to supersede any other plugins if the command exists within it.
My personal view on this though is an objection, and that's because we took a lot of effort to remove aliases from the commands a few years back in an effort to simplify the commands everyone was using. I don't think anyone really used the /qop stuff today anyway so why change it?
