The IDE used is irrelevant. Netbeans works well for Minecraft however since it comes with the best JDK version for it (1.8).

people usually use eclipse for modding but it's also possible in intellij, i've done it before but i used a video tutorial

Other possible options are Microsoft Word, Notepad, and WordPad.
You might scoff at it, but that doesn't mean it's impossible. IDEs are over-relied upon by Java developers.

Mojang uses IntelliJ, but you can use any IDE that supports Java 8, which is the version that Minecraft is compiled with.
