Okay so, i got this nee super cool headphone and i wanted to try it out.
When i plug it in and play a song it sounds like its underwater. I am plugging it in correctly and there are no damages to the headset as it works on other computers.
Does this mean the headphone jack on my pc is broken?

maybe. try making sure the drivers and windows are up to date, and reboot obviously. what apps are you using? just spotify or for games. also there might be more than one jack. on my pc, there's a place on the top of the case and on the motherboard. if you have more than one jack, try plugging it in to the other

The first thing to test is if plugging in a different headset on the computer gives the same issue.

Odd thing to test, but can you try plugging it into your microphone port? As i once plugged them in the wrong way round, and as a result it had the effect you are describing.
