This user has repeatedly bumped old threads and hasn't really noticed the point the forum admins were trying to get across (from the message "deletions"). I believe a formal warning should be put in place. For certain forum admins who can access the recycle bin, here some of the most recent ones recycled:
1. Name of forum member being reported: If the member being reported is an admin, send your request via PM only.
Ix Complicated
2. Which forum posting guideline(s) has the member violated? See totalfreedom.boards.net/thread/8134/forum-posting-guidelines-revised-2013
3. Requested Sanction (Warning, Temp Ban, or Perm Ban)
Warning.

4. Necro-Bumping. Posting a message on an old discussion topic. For example, there's a discussion about Redstone that ended 90 days ago and a post is added to continue the discussion. Instead of necro-bumping, make a new thread about Redstone. Necro-bumping may result in the message or old thread being deleted. As for normal bumping, the owner and admins may necro-bump for official purposes. Also, if you notice somebody has violated this rule, don't post another message - just PM the person and ask them to remove the post. (If the thread is stickied, and you have something to contribute to it, then you may post in it)
3. Requested Sanction (Warning, Temp Ban, or Perm Ban)
Warning.
