I don't have all of the issue in hand, but I know the main parts behind it.
Effectively, there is a player-usable exploit in the Client to Server protocol which hampers and sometimes prevents all Client to Server communication. I know it is this, because when it happens, DiscordSRV seemingly works, but Chunk Loading, Chat and Opening Chests don't work. The player can "place blocks" but it does not receive this server side, as when server restarts, the blocks placed are gone. Presumibly this was due to the 1.13 or 1.14 update as 1.12.2 does not have this issue. More likely it was something associated with 1.14 as this server version is highly unstable, and a pain to work with.

i do not think it's an exploit. i was building and lost around 5 mins of work because of server crash. when the server crashes it doesn't save anything but i agree it is a pain to work with

Sounds like a regular server crash due to overloading to me. The reason DiscordSRV continues working is that it runs in a different thread, which essentially means it is separate from the main Minecraft calculations.
