So the suggestion is to change how we vote on a suggestion. So if a suggestion is about, ops getting a certain commands, the op's votes would be more worth than the rest. (another ex is untuned's suggestion "Exec color change", since the suggestion is about the execs, execs vote would worth more than the rest.)

The title is pretty confusing, but I think I understand what you mean. So the value of each vote would depend on what group the suggestion affects the most.
It sounds like a good idea, but I can come up with some problems with it, namely how to calculate each vote fairly and how to decide how much weight a vote gets.
I'll stick with a neutral for now.

Object, although if it's something crazy it can still be denied but, I think it's fine how it is. Lets say that we suggest a command for ops. The command is, however, a pain for admins to moderate because it spams. The ops all vote it in but now the admins are taking up to much time moderating it. I don't think I am explaining this very well so if someone needs more clarification then quote me or something.

execs vote would worth more than the rest Spoiler alert: they already are. Votes are weighted purely on the bias by the person who is weighing them, and you damn well know executive opinions are more highly considered.

I agree in general, but on many suggestions it ends up being a bit more complicated. For instance, using your 2 examples: things like a color change would likely be pretty harmless to other ranks, but things like giving more commands to OPs, depending on the command, would have the potential to affect other players experiences of the server and/or interfere with admins doing their jobs. Meaning it would also need input from admins as it affects them too. I hope that helps explain it a bit as many suggestions end up affecting everyone, the way suggestions are handled now more or less accounts for it as anyone can state and discuss any potential hazards or benefits (in the name of freedom) a suggestion may come with.
