You are advised to read the Admin Pre-Application Checklist but this thread tackles it pretty well, but still read it for double-checking.
1. Create a forum account.
No duh.
2. Help In-game and follow the rules.
If you want any chances of become admin, you better help
3. Gain a recommendation from a current admin.
You also want to confirm on the forums that they rec you. Multiple recs are advised (unless a SPaS comes your way).
4. Learn commands.
Ask an admin.
5. Repeat Steps 2, 3 (sometime 4) until you can apply. Make sure to check the checklist as well.
6. Apply!
Will probably get denied.
If you get denied:
7. Repeat step 5 until you can apply again.
