I'm planning on building a budget gaming computer for around the $500-600 price range, using this design with a few changes. The changes that I'll make is to use 12GB of ram instead of 8, no cd drive, and a different processor. The processors I'm planning are the Intel i3 7100 and the AMD Ryzen 3 1300x. The Intel i3 7100 has a 3.9 GHz frequency and is dual-core with 2 threads per core (virtual quad-core) and is slightly cheaper. The AMD Ryzen 1300x has a frequency of 3.5-3.7 GHz but is a true quad-core processor, and slightly more expensive.

first, link to design is dead
second, why are you using two processors
third, if you are using two processors, would you even have money left for a good gpu with that budget?
Noticed poll just now.
Anyways, id recommend you worry less about ram and processor speed and more about gpus, with a good gpu neither of those processors wouldnt have a problem. 12gb of ram is not required, 8 works well most of the time. If I were you I'd try getting a GTX 1050ti to work with whatever build you have (cant see because link is dead) instead of spending all the money on the processor and the ram.
Having a good processor but no good gpu is kind of like spending all your skill points on defense and none on attack: technically it works but its not efficient.
UPDATE: I can now use the link and check the build. It looks good, my recommendation would be to leave about 50$ of extra cash in case the prices have gone up or down and try to switch out the 1050ti with a 1060 which is almost twice as good. Would be nice if you could upgrade the cpu too but not necessary. Scrap the ram idea, you don't have the budget for it.
