You should go for AMD Ryzen CPUs. They are much better and faster than the current intel ones.

I would seriously consider building a PC if you're targeting that price range. You can find some really nice parts as well as an i5/RX 580 for around $600. You don't need to go all out with water cooling or anything super fancy. With your budget, you really can't.
Right now, Nvidia is in their 10 series of GPUs. Their lowest end GPU is a 1050 ti, which is fine for 1080p if you don't mind turning down settings and are looking to upgrade eventually. Next is their 1060. If you are going to be gaming at 1080p, this is what you need to get. You will have a no comprimise experience at an affordable price. A GTX 1070 will play games at 1440p, and a GTX 1080 ti will play some games at 4K.
AMD is in their 5 series of graphics cards. RX 560s are the AMD equivalent of a GTX 1050, RX 570s are in between a 560/580, and an RX 580 is like a GTX 1060.

The PC I linked in the thread, is that good? No. They're trying to give you a AMD A8 7650K with a graphics card in the R7 series. They won't even tell you which card. That is a horrible deal. I like the look of it, but 2 things, the operating system and what about wireless wifi. I do have a wifi adapter which isn't too bad, but will this PC have a dvd disc drive thingy.
