On the server there's a current trend of advertising "guilds" in public channels. Along with the current aesthetic of having an obnoxious nickname it's become difficult for staffmembers to issue warnings or to get points across when the chat is moving at an unmanageable pace. I suggest we add a command such as "/cooldown" toggling an interval at which a player can send a message after having sent one previously. Players don't seem to understand the problem with sending messages consecutively like this. As their prefix + "rank" + nickname comprises 4/5ths of the chat box it's now worse than it used to be.

I don't think that this is too much of a problem, if you Really need to get a point accross you can /togglechat.
however, as for warns and things like that not being noticed i do agree with that, as sometimes warnings aren't noticed during high server times, however i don't think a cooldown is neccissary, mabye it would just display a title for the person being warned that says "You have been warned" in bold and red, or something like that

Players send a lot of consecutive messages and with this "guilds" plugin there have been some ridiculous prefixes. Is it too much to just mute these people or warn them to stop doing it? Not much is there to individually punish: I've found no single player responsible for flooding the chat. When combined there's an environment of overflow and in that case it'll become necessary to put a cap on messages.

Vouch, chat is now full of Role players, people flaming each other about what Guild they're in. Guild advertising, territorial fights. And just general toxicity.
You can't even have a decent conversation in chat anymore without people either fighting about Guilds, or spamming /g join this and that. This /slowchat could be an option, or just something like /g chat add (Guild) or something like that so they can like talk to each other without arguing in global chat all day long.

Instead of limiting how fast players can chat why don't we limit how long guild tags and player tags can be? Limiting how fast they can chat, obnoxious or not, is restricting freedom.
Like imagine joining a server advertising totalfreedom, start talking and then get this message in chat stating: You must wait three seconds before sending another message.
