Well can you prove someone did something wrong based off of a punishment log? I certainly couldn't unless I'd been the one to witness the ban... There is a ban reason, and if it's consistent it proves a pattern. How does it prove anything? Could just prove there is an abusive admin or admins, could prove that the OP is pushing peoples buttons but not breaking the rules. The only thing it proves is they've been sanctioned that many times. Doesn't prove that those sanctions were correct, doesn't account for if they appealed and were un-banned, doesn't account for anything... It is not sufficient evidence to prove any wrongdoing. As I said, it could be used to support other evidence like if you have multiple occasions that they were banned for something and can evidence that, it would give more context to a pattern of behavior, but would not prove that pattern to be true.

the punishment log itself dosen't give full context as people doing ctrl+f may just show that they have been punished over a long period of time. with certain admins banning/smiting as jokes or mistakes (i can list a few operators who have been unbanned after someone complains), this shouldn't really be enough evidence to hold up a perm ban request. I can agree on that, but joke bans/smites tend to have reasons that are either not logical or just plainly stupid.
