To add onto Seth, the Section Moderator group does not actually give you any permissions unless you are also in the moderator list of a board, so there is little danger in having too many people in that group. I must admit I've not used Proboard perms for some time, but are those just moderation permissions, or any permissions that could be assigned? I presume you could assign additional permissions to that group which are global? It works in a bit of a weird way. Each group can be configured to either have global powers or not. If the group does not have global powers, it can be assigned moderation permissions, but members will only be able to use those permissions in boards where they are moderators. If the group is not global, it is not possible to assign any permissions other than moderation permissions. If the group is global, it can be assigned moderation permissions and other permissions, and members will be able to use those permissions anywhere on the forum. Note that global power is a property of the group and not of the users. Internal Affairs is global because forum log access is not a moderation permission, but if a user is both in the Internal Affairs group and in the Section Moderator group, they do not get global moderation permissions.

Perfect, that's really what I'm looking to get documented. What groups there are, what access those groups have, and either links then to those groups, or a list of who is in there. That should then really act like a change log so we can see over time how that changes and ideally why that's changed.
