The last few days, my laptop has been slow. Today it froze one final time and now goes to automatic repair. However, it's currently stuck on a black screen.
The HDD clicks consistently every 5 minutes for about 30 seconds. I think it might be stuck..
Any advice is appreciated as I do need this data

Your HDD is likely done and I highly recommend to stop trying to boot into Windows if you do want that data, you need to boot into something like an Ubuntu USB and copy data you need to preserve onto a new drive or an external one for backup, or even a flash drive depending on how much data you want to preserve.

Sounds like your hard drive is dead. If you need the data, try not to turn the computer on again until you get a replacement drive, it will give you the best chance of recovery if it's possible.

it's dead, might wanna stop attempting to boot it as wilee said, and hopefully you can get it to it, because it just might be gone by now. if the mechanical arm stops working properly, there's a chance that it cannot be accessible unless the arm is replaced by a professional, etc
(as long as the platters aren't scratched then your data is fine, but you can't tell that)

Judging from how panicked you seem to be, it sounds like you didn't make a backup of your data prior to your hard drive's failure.
This is a very bad practice, as not having backups can have devastating results. For one, although data recovery is sometimes possible, it's not guaranteed to work 100% of the time. For two, making backups of your data to another drive can save you the hassle, the money, and the time that would have had to go towards data recovery services and software.

I actually don’t know if your hard drive has failed. If your system is booting into windows “Automatic Repair”, it’s probably not drive failure. With drive failure, you’d normally see a bios screen that says “no bootable media found” or something along those lines.
Restart your pc, and if it boots to windows recovery, try using Ubuntu to recover some files before wiping the machine.
If the drive has definitely failed, though (no bootable media screen) do this:
If the data is too valuable too lose (encryption keys, important documents, etc), you should look into a data recovery service. It’s costly, but you might be able to get some things back. If this is the case, DO NOT boot into Windows or any other operating system (including a Ubuntu usb) on your PC, stop using the drive until you can get it to a recovery service. If you can’t do a data recovery service, your best bet is to cross your fingers and hope that a Ubuntu boot might allow you to recovery a few small files.

If the HDD is disabled then there's nothing wrong with booting into a USB.

I want to build a decent PC for under 400 with these specs: CPU: Intel Core i5-3570 or AMD FX-8370 or better CPU SPEED: Info RAM: 8 GB OS: Windows 10 64-bit VIDEO CARD: Radeon R9 380 or GeForce GTX 960 or better PIXEL SHADER: 5.1 VERTEX SHADER: 5.1 DEDICATED VIDEO RAM: 2048 MB I have made this build so far. pcpartpicker.com/list/3wf9FGI don't game much, I actually do a lot of CAD. However, with the new flight simulator coming, I want to play that on this PC. Also, I know I made a thread about the build but I just wanted to continue things here instead.

FS2020 requires something like a thousand dollar pc if you want to play it at high settings (literally always do that, only reason to get it is because it's so realistic). It requires something like an i7 or ryzen 7 and high end gpus
