Administrator is suspected of being a rogue admin (Panther) due to evidence and testimony from the co-owner that suggests so.
Testimony from Robin:
3. Did you attempt to correct the admin before suspending him/her to include a short time removal (e.g. 10 mins)?
No.
4. Did you notify the admin that you removed them from and why?
No.
5. If you answered no to either 3 or 4, please explain. Except in extreme case such as the admin going rogue, I would expect yes answers for both.
Considering the link between the two and the fact that Panther's permban should be a correction on its own, I'd say a short removal is unnecessary.
