Of course they all receive votes, that's the concept of a poll. The most popular choices are the ones people think should be blocked, and the unpopular ones shouldn't. And what's the threshold for that? You don't need one if you use the poll as a discussion aid rather than a final decision maker. If you want to turn it into one, the threshold is your move.

That assumes other people won't reject the poll as a discussion aid then. Consensuses can only be reached if people agree on them.

It's hard to reach a consensus when people agree on different things. The poll shows that most people who voted would prefer to just have &0 and &k blocked, but also only 13 people have voted, and 5 people voted to have &n blocked as well. My point was that if a threshold isn't defined for the poll then it's not really helpful for reaching a consensus if people can't interpret a clear conclusion from it.

You can set a personal threshold of 90% and conclude from the poll that only &k should be blocked, or a personal threshold of 35% and conclude that &0, &k, and &n should be blocked. You can either use that as a starting point and then figure out which ones should be blocked from the majority opinion, or you can discuss about the correct threshold. I would say those are pretty much equivalent.

I don't quite see what part of "Personal Experience" you're failing to understand here. You cannot simply argue a point is invalid because you don't like it. I'm telling you my personal view on a matter, and that is all I can do. I have now said multiple times my comments are based on my own personal experience, your experience will inevitably be different, but to argue it is inaccurate or invalid simply because it's not the same as your own is frankly idiotic. What is your experience then? What you said earlier doesn't at all match the ops behavior I'm fairly sure I've been over this now multiple times. Based on my experience, my view is this is not of a large enough benefit. Most players don't care about having their name in black because it's equallt as difficult for them and other players to read as the admins, the only people I ever found in my experience (Again, not limited to this server) that actually used the black / obscured nicknames were doing so to hide their identity so they could spam chat / spam advertisements / otherwise be a general annoyance.

Can you actually explain and quantify this? Because I certainly can't... When was the last time you were online for a while? Because what you have said just shows how disconnected you are from the actual server You are mistaking activity and experience. I also never said it was all about this server exclusively, which again I think you seem to be mis-understanding. My entire argument here has been a personal opinion based on personal experience. That I'm afraid is not something you can really argue... It's a personal view not a matter of fact / presented as such.
