Just wanted to know what the best software is for making videos with a lot of effects and shit.

I prefer premiere pro.. I don't think after effects is really used by itself for videos without premiere pro or vegas or some other editing software

Vegas and Premiere are more fundamental video editors; you don't have to go through hundreds of menus just to reverse a piece of footage. I find Premiere is easier though.
After Effects is mainly if you're doing more than what the average video editor would, things like custom transitions, extra effects, etc. So if you're looking for a lot of "WACKY EFFECTS", then After Effects is better. I can't say it won't be difficult though.

i have a 2013 trash can Mac pro still on Mavericks with an old version of fcpx. not the best render times but it's the only thing I'm used to and ive been using it for years

I've used both softwares, and can say I prefer Premiere. It has good functionality and while I personally think it's a bit harder to catch on coming from another platform, once you know the basics it's much easier to improve.
