1. Does not have an admin recommendation.
2. Has an admin recommendation but does not meet time requirements. Time requirements are 0 days forum membership with a senior recommendation, 30 days with a Telnet recommendation, and 60 days with a super admin recommendation.
3. Failed to file a complete application or did not use the proper application.
4. Provided false information on an application such as admin recommendations that aren't true or copying somebody else's application.
