You misunderstand what the rule is for. When someone posts in a thread, it moves to the top of new posts / recently updated threads. That's a good thing, because that means interesting threads with lots of posts are easier to find than threads nobody cares about. The problem starts when the creator of a thread nobody cares about thinks people should care about it more. If the creator creates a useless reply to his own thread, it will move to the top. Now it looks like an interesting thread when it actually isn't! Doing this is called bumping, and it's essentially abusing the way forums work to promote your own or a friend's thread. That is why it is forbidden on almost every forum on the internet.
