2 in the morning (where I live, EST, and it's late other places in the US as well) on a weekday. School just started back up. This is not a concern whatsoever.

not even that long ago we had ~20-30 players online. yesterday we hit 45 players. this isn't a concern at all.

UK varies to be honest, international schools mainly resume up around the late august dates (30th, or what have you), while primary and secondary schools resume up in early September.

We historically used to have a significant surge in the UK over the summer holidays, up until around 11PM most nights from memory (UK Time anyway), but the server has had nowhere near the amount of players for some time.

We've been doing pretty good at filling our slots during peak times of the day. The only issue is that the server would have 40 players and then crash and only 15 or so would rejoin.

The elephant in the room is that we're allowing the server to crash so easily. Without a doubt, there are things that can be done to prevent all of the common crashes, as we know their causes, but it's just not getting done.

Can also be poorly tuned java instances on the host and that sort of thing as well, plenty of easy wins to make the server more reliable.

Wouldn't it be smarter to create a cluster of servers to distribute the load? For instance, have multiple Digital Ocean droplets, host one server on each of them with certain resources/plugins allocated to them. Not only does this allow the server as a whole to stay up even if one resource server drops dead, but allows for great performance.
