How do I boot it into safe mode? keep turning it on and off until automatic repair shows up on boot, then if it cant find the issue, go to advanced options and go try to boot into safe mode from there

It might your hard drive. I would try to unplug your current one and try another drive. Or just unplug and replug it back in.

It may let you control alt delete, go into task manager, click run, and type in explorer.exe
If not, you might have some bad hard drive sectors - try safe mode, go into command prompt and use check disk - google for the proper command, forgot what it is.

Run sfc /scannow in an admin cmd prompt. It will check for corrupt system files. I (think) you can open one from the recovery menu. If all else fails, you can always reinstall Windows. Just remember to back up your files first, you can do so using a Linux (I recommend Ubuntu, it's the easiest imo) Bootable USB.
