Good admins should also know when not to go by the book, just saying. I'm about 90% sure this is what he was saying. He knows when to give others chances outside the rules and when to go directly by the book. He knows the rules, but also knows when enforcing them to the fullest extent isn't the best (or sometimes even just a good) option. I’m not seeing anything that clarifies what you are saying.

Many people think that in order to be a good admin, you need to be professional all the time, and always go by the book. Too mature and too immature do not make a good admin. He is saying he is mature enough to be a leader, while not being so strict he comes off as an asshole instead of a role model. The rest of the paragraph in the original post show that he thinks that he will be a levelheaded role model, while not being an overbearing prick by doing things 100% by the book. If you punish everyone for ever single little infraction, eventually you are going to end up alienating your entire playerbase and you won't have anyone left who wants to play. He is saying he knows how to let the players play, and to step in when things go to far. I doubt he'd say "Many admins..." if he was including himself in the sentence. He would say "I" instead of trying to refer to the third person.
