I've modified WorldGuard to use the admin system on TFM. Only admins can create, delete, set flags, etc etc.
If you are an owner or member of a region you can bypass all region restrictions.
Also, region owners and admins can add members to the region allowing people to modify things in the region.
Note to admins: If you don't want to have to deal with adding and removing players from a region if you make a region for someone, then run /rg addowner <region> <full player name> so that way ops can add members. Note that they still won't be able to do anything else to the region except add and remove members to and from it, so you would still have to modify the flags on it. I don't wish to allow ops to set region flags as it could cause security issues with some of the flags you can set. (yeah I could restrict them but I would have to make an array of admin-only settable flags but that's too much work pls i have 2 children that are useless pls dont make me do it)
Note to ops: To add a member to your region run /rg addmember <region name> <full player name> To remove a member from your region run /rg removemember <region name> <full player name> Also, please don't nag admins for regions it gets really annoying.
The best part about this is now we no longer have to use pex so I deleted it, yay!

Is WorldGuard extra flags fixed? I've noticed that denying worldedit and block breaking didn't work?

As for worldedit I don't know yet, world guard should by default prevent world edit modifications as both plug-ins are made by the same person.

The better way to do this is put it in the config so whenever we need to add/remove flags, we can do it through config. This way will save us from hassle.

There are not gonna be any new flags (well, not without updating WorldGuard if there are ever new ones introduced)
