My Minecraft launcher doesn't want to work. I've tried restarting my computer and deleting the ".minecraft" folder. The launcher will open but nothing will appear and if I hover over it in the task bar, it is just blank.

Well, for starters you should have used the Minecraft Installers un-install instead of just dragging the .minecraft folder into the trashbin.
Using the un-install will remove all content associated with Minecraft.
So, right now you should go to the Minecraft installer (download it if you don't have it). Then start the installer and choose un-install.
Install it again, and If that doesn't work you can try updating Java and Windows as both might cause issues.

Uninstalling Minecraft using the installers is what I did first, then I reinstalled it and it continued to do the same thing. Also, my Java is up-to-date.

If you tried uninstalling Minecraft From the Control Panel and reinstalling it may as will fix the issue, if not have you updated your Win10 the past week or so? Because I had this problem before and Win10 updates are really not working like it should. (Make a copy of saves and Serverlist so none of your worlds or servers get lost)

The solution provided by CoolJWB worked, but I have to do this every time I want to open the launcher though. maximize it and then drag the top of the window into a position on your (primary) monitor that isn't out of the screen. example:

When I had this issue, reinstalling mc and running as Administrator fixed the issue. I don't see how the firewall going to change anything with his issue... This is a definition of firewall: protect (a network or system) from unauthorized access with a firewall.

I really can't tell you, worked for me at the most.Ah, I thought about allowing Java changes, If nothing works try Mojang Support (https://Minecraft.net/en-us/help/?ref=bm/) they will help you with all kind of Minecraft issues.
