I found myself running low on storage. I have a 500GB Hard Drive, split into 3 partitions. C: is for OS. H: Is for my Steam games, and E: is for random shit I accidentally allocated 70 GB for my OS, and now I'm running low on storage. Is there any way I can merge my 120GB of unallocated partition to my C drive? Without wiping the drive?

It is possible, but not while the system is running from C:. What you want to do is boot from a USB stick or CD (any operating system) and back up everything in C: including hidden system files and the entirety of C:\Windows onto an external hard drive. Then delete the C: partition and recreate it at the correct size, put the backup back, and boot from the hard drive again.

Or, you could just extend the partition like this, you can do this even when booted from the drive:
