According to the policy-

4. Because a Telnet has limited picks, a SPAS will take precedence over a TPAS if both a Senior and Telnet desire to make the same pick. However if the Telnet made the request prior to the Senior, they will get credit for the pick (it will be changed to a TPAS pick) without it counting against their pick limit.
