I cannot private message anyone at all, and I'm not sure why. When I click on their profile there is no option to send a message.
and the server is in onlinemode as of 5:32 PM central time 9/3/2017

I think you have to have a certain number of posts before you can pm someone, correct me if I'm wrong.
