Ok my monitor has been having issues, it keeps having random horizontal lines across the screen, like small ones then spaces inbetween them, I don't know if it's the PC at fault or the monitor. When I turn on the computer when it's in the black screen the monitor is fine.

You could try another monitor or check with another cable. Otherwise it's probably the graphics card, and maybe even the RAM?

Try plugging into different monitors to see if you can get the same results or if it's just isolated to one screen. I had a similar issue, and it turned out to be a fault hard drive connector.

I have no other monitors, My TV has no VGA port, but the TV in the sitting room does, I *could* plug it in and see if it's the PC that is the problem. Also before the monitor screen was yellow, but that was because I didn't secure the VGA cable properly.

Who still uses VGA ports for this? Most people use HDMI or USBs for monitors nowadays

pretty sure you're wrong about that I still use VGA ports. Same. As I've found, GPUs that use HDMI are usually for gaming and are expensive. Any office PC that's moderately priced, I find is usually less expensive. I've never seen a USB monitor though, so IDK.
